《组织法》第三条规定,中国共产党在农村的基层组织,按照党章进行工作,发挥领导核心作用;依照宪法和法律支持和保障村民直接开展自治活动,直接行使民主权利。这就明确了农村党支部与村委会的领导与被领导关系。那么,如何正确处理加强党的领导与实行村民自治的关系,处理好村“两委”的领导被领导关系呢?笔者认为,应从两方面考虑:一、村党支部居领导地位,要发挥领导核心作用。村党支部作为党的基层组织,是我们党在农村的工作基础,是村级各种组织和各项工作的领导核心。值得注意的是,不能把这种领导核心作用理解为包办代替,不能过分强调党支部的领导作用而使村委会降格为村党支部的办事机构,也不能把村党支部和村委会这两种性质不同的组织混为一体,而应按照在组织上分开、在职责上分开的原则,各司其职,各负其责,使村“两委”在工作中密切配合,相互促进。

How to handle the relationship between the leadership of the village and the “two committees?” In my opinion, we should consider from two aspects: First, the leadership of the village party branch should Play a leadership role. As the basic organization of the party, the village party branch is the foundation for our party’s work in the countryside and the leading core of various organizations and work in the village. It is noteworthy that this leading role can not be understood as a replacement instead of overstepping the leading role of the party branch and degrading the village committee into a branch office of the village party branch. Two kinds of organizations of different nature should be mixed together. Instead, they should be organized according to the principle of separation from responsibility and separation of duties. They should all play their respective roles and responsibilities, so that the two committees work closely with each other promote.
