甲、會議的目的與任務: 這次會議是雲南全省解放後空前的第一次衛生行政會議,有部隊與分區的衛生幹部以及地方政府的衛生工作者參加,集全省軍民衛生幹部於一堂,互相交流經驗,了解情况,溝通上下相互間的聯系,以如何搞好今後工作的思想作基礎,研究今後的工作方針原則等。一、這次會議的中心目的,是要解决以預防爲主,治療爲輔的思想問題,這是中央即定的衛生工作方针,不容絲毫變更的,要求我們無條件地貫澈執行,所以我們必須首先在思想上搞通,認識上一致,然後才能使道一方針與實際結合起來。去年在江西(?)昌開後勤大會時,部隊的發病數佔全軍的50%,兵团黨委會與軍政機關皆注意此事,及時提出:‘人馬健康運動’的號召,進行突擊治療及防瘧工作,保證了部隊順利進軍兩廣,解放雲南。進軍雲南之初即抓緊各種預防注射,到現在,部隊中還沒有發现有人死於鼠疫、傷寒、霍亂者,這就是我們過去防病工作中的成績。現在有許多不正確的思想,與這一方針的貫澈,是完全抵觸的,主要表現在以下三方面,(A)衛生機關的官僚作風,對上級以預防為主,治療爲輔的指示,研究體會不够深刻,向下級傳達時亦是依樣畫葫蘆,不具體、不明確、不深刻。(B)衛生工作人員在思想上認識上不明確,不重視,仍抱着老一套的保守觀念,舊的不去,就難於接受新的。(C)部份軍政領導幹部,對衛生工作的認識不全面,重治療,輕預防,因此影響了以預防爲主,治療爲輔這一方针的貫徹。
