当前,思想政治工作正面临极好的机遇。但在现实中,全党重视思想政治工作、党政齐抓思想政治工作的良好氛围并未完全形成,突出表现为“三热三冷”现象的存在。 一是中央和地方党委热,基层单位冷。中央思想政治工作会议的召开,江泽民同志重要讲话的发表,标志着我们党对思想政治工作前所未有地重视。地方各级党委响应中央号召。把思想政治工作列入重要议事日程,先后出台了加强和改进思想政治工作的一系列具体举措,热度也很高。而在基层单位,却普遍“温度”不够。一些基层领导干部存有种种模糊认识:
