调查研究建立严密筛选机制最低生活保障制度,作为社会救济工作的根本性变革,影响面大,政策性强,要求慎之又慎,不应出现纰漏,这就给调查工作提出了很高的要求。按照国务院(97)29号文件和河北省冀政(97)94号文件精神,承德市在建立城镇居民最低生活保障制度过程中,认真搞好调查摸底。具体采用四种调查方法:一是大撒网,普遍摸;二是通过工会、劳动局、企业管理局、解困办分别摸;三是由居委会主任居民小组摸;四是发布通告。在实践中,感到第三种方法,简便可行。居委会主任和居民小组长生活在居民当中,平时在社会治安综合治理、检查环境卫生、调解民事纠纷、计划生育等工作中直接与居民打交道,对居民的就业收入生活状况了如指掌,平时他们工作认真细致,体贴民情,情况准确,因此首先由居委会把好第一关。居委会在组织调查时,一看保障对象的吃、穿、住、医等基本生活需要,二看本地零售商品价格指数情况,三看当地经济发展状况和财政承受能力,做到既能基本保障救济对象的最低生活需要,又有承受能力。
