无锡这个被喻为江苏“三小龙”之一的经济发达城市,已经积累了整整1年的新医改经验。这个经验最核心的精髓是:打破原有卫生行政机构对医疗事业和医疗市场的垄断,破除“特殊利益群团”,引入竞争机制,让管理机构各守其位。短短一年时间,尚不能判定这场改革是否已经成功,但至少无锡医改所展示出的成绩、矛盾与困难或多或少地可以给今后的中国医改带来借鉴。中共十六届六中全会对构建社会主义和谐社会作出了部署,并在民生方面予以特别关照。全会提出,社保体系2020年基本覆盖城乡。在此背景之下,无锡医改尤其值得关注。
Wuxi, an economically developed city known as one of Jiangsu’s “three little dragons,” has accumulated a full year of new medical reform experience. The essence of this experience is to break the monopoly of the existing health administrative agencies on medical services and the medical market, get rid of “special interest groups,” and introduce competition mechanisms so that the management agencies can keep their positions. Within a short period of one year, it has not been possible to determine whether this reform has been successful, but at least the achievements, contradictions and difficulties displayed by the Wuxi Medical Reform Bureau can be more or less conducive to the future of China’s medical reform. The Sixth Central Committee of the 16th CPC Central Committee made plans for the construction of a harmonious socialist society and gave special care to people’s livelihood. The plenary session proposed that the social security system basically covers urban and rural areas in 2020. In this context, the medical reform in Wuxi deserves special attention.
