2015年3月23日,中央财经领导小组第九次会议审议研究了《京津冀协同发展规划纲要》,中共中央政治局4月30日召开会议,审议通过《京津冀协同发展规划纲要》(以下简称“《纲要》”)。《纲要》指出,推动京津冀协同发展是一个重大国家战略,核心是有序疏解北京非首都功能,要在京津冀交通一体化、生态环境保护产业升级转移等重点领域率先取得突破。这表明经过一年多的准备,京津冀协同发展的顶层设计基本完成,推动实施这一战略的总体方针已经明确。
On March 23, 2015, the 9th meeting of the Leading Group for Central Financial and Economic Affairs examined and studied the Outline for the Plan for the Coordinated Development of Beijing, Tianjin and Hebei. The Political Bureau of the CPC Central Committee held a meeting on April 30 to review and approve the “Outline for the Beijing-Tianjin-Hebei Collaborative Development Plan” (Hereinafter referred to as “” outline “”). The Outline states that promoting the coordinated development of the Beijing-Tianjin-Hebei region is a major national strategy. The core is to ease Beijing’s non-capitalist functions in an orderly manner and make breakthroughs in the key areas such as the traffic integration of Beijing-Tianjin-Hebei and the upgrading and transfer of the ecological environment protection industries. This shows that after more than a year of preparation, the top-level design of the coordinated development of the Beijing-Tianjin-Hebei region has basically been completed and the general guideline for implementing this strategy has been made clear.
