1999年6月,国务院做出加快建设中关村科技园区的决定,这对我们海淀区的干部提出了新的要求。海淀区具有宝贵的智力资源,在这片426平方公里的土地上,集中了68所大学、213家科研机构,两院院士占全国院士总数的36%。得天独厚的教育资源优势是我们开展干部教育、提高干部队伍素质的有利的外部环境。过去很长一段时间,我们对这种资源利用不够,干部队伍中高文化层次的干部偏少,大多数干部在管理水平、文化层次、知识更新等方面与建设世界一流科技园区的要求还有一定的距离。区委强烈地意识到,必须强化干部素质教育才能形成与中关村建设齐飞并进之势。为此,成立了区
In June 1999, the State Council made the decision to accelerate the construction of Zhongguancun Science and Technology Park, which put forward new requirements to our cadres in Haidian District. Haidian District, with its precious intellectual resources, has 68 universities and 213 research institutes on 426 square kilometers of land, accounting for 36% of the total number of academicians in the two countries. The unique advantage of education resources is an advantageous external environment for us to carry out cadre education and improve the quality of cadres. For a long time in the past, we did not make enough use of this kind of resources, cadres in the ranks of high-level cadres were disproportionately small, and most cadres were still somewhat in demand of building a world-class science and technology park in terms of management level, culture level and knowledge renewal distance. District Party Committee strongly aware of the need to strengthen the quality education of cadres in order to form and Qi Zhongguancun go hand in hand. To this end, the establishment of the district
