In the past, the federal government provided two separate projects for disaster relief efforts to aid peasants. One was a crop insurance project and the other was a disaster damage relief project. But peasants never knew when Congress passed a disaster aid grant, and taxpayers had to pay two sums of money. The federal Crop Insurance Act, passed in 1994, unites the old federal crop insurance program with disaster relief.
