1 基本情况荥阳市位于河南省北中部,总面积954.8km~2,地跨黄淮两大流域,处在豫西丘陵向豫东平原过渡地带。人均水资源量243m~3,占全省人均量的44.8%,全国人均量的10.4%。是一个水资源严重匮乏的地区。水资源紧缺已愈来愈成为制约该市国民经济发展的瓶颈,且相当大范围之内,人畜饮水十分困难,水资源危机已经威胁到群众的生存。2 存在问题及主要原因20年来,尽管全市投入资金3837.15万元,解决吃水困难
