在美国行政思想史上,存在着宪政主义和管理主义的两种倾向,在历史发展的不同阶段每一种倾向都对行政组织的发展起了推动作用,它们相互交织、相互影响却不能相互替代。在我国发展的现阶段哪一种理论更加适合我们行政组织的塑造,应该如何应用这些理论来对我国的行政组织进行变革,是一个亟待解决的问题,在分析公共行政的不同“范式”的基础上,对我国行政组织的塑造提出了一些建议,以期对行政组织的变革有所助益。
In the history of American administrative thinking, there are two tendencies of constitutionalism and managementism. Each of these tendencies at different stages of historical development has played a catalytic role in the development of administrative organizations. They are intertwined and mutually influential but can not substitute for each other. What kind of theories are more suitable for the shaping of our administrative organizations at the present stage of our country’s development? How to apply these theories to make changes to the administrative organizations in our country is an urgent problem to be solved. After analyzing the basis of different “paradigms” of public administration Put forward some suggestions on the shaping of our country’s administrative organization in the hope of contributing to the reform of the administrative organization.
