台湾是一个资源短缺而开放性高的经济结构,经济成长有赖对外贸易的扩张,尤其是出口的扩张推动。60~70年代的经济高速成长全赖加工出口经济每年维持2位数的增长来支撑;但是,至80年代中期起,根基脆弱的轻型加工出口产业因失去比较利益优势而大量出走,导致台湾出口成长下降至1位数,并逐步趋向衰退,经济成长也随之调低。一方面,加工实体经济日益陷入困境,另一方面,经济表面却继续呈现“繁荣”景象。这就是80年代中后期至90年代初期出现的所谓“泡沫经济”现象,其滋生原因主要是,伴随着加工出口产业竞争力的减弱,经济
