2003年11月30日,国务院办公厅转发了国务院国有资产监督管理委员会《关于规范国有企业改制工作的意见》(国办发〔2003〕96号文件),并要求各省、自治区、直辖市人民政府,国务院各部委、各直属机构认真贯彻执行。《关于规范国有企业改制工作的意见》全文如下:
On November 30, 2003, the General Office of the State Council transmitted the Opinions of Opinions on Regulating the Reform of State-owned Enterprises (Guo Ban Fa [2003] No. 96 Document) issued by the State-owned Assets Supervision and Administration Commission of the State Council and requested the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, All the ministries and commissions under the State Council and their subordinate agencies have conscientiously implemented the plan.
