目的了解和掌握江苏省现有核和辐射应急医学资源及应急医学救援准备情况,以便在突发核事件或辐射事件时能够为江苏省核和辐射应急医学救援决策指挥提供依据。方法制定调查方案,在统一的质量控制条件下,采取普查与抽样调查相结合,调查员使用纸质调查表,对调查对象进行实地调查、核实,填写表格。结果确定159家医疗机构为调查点。51.6%的调查点有公共卫生应急预案(核应急)预案(程序),73.0%的调查点设有核(放射)应急机构或公共卫生应急部门,60.4%的调查点应急管理部门归口在医务科(医教科),3家医院有放射损伤的诊治医生,2家医院接诊过放射损伤的病人,75家单位有核应急相关药品,但药品库存较单一,相关设备71.5%为进口,使用的放射性同位素61.7%在核医学科,射线装置68.2%为进口。结论加强核和辐射应急体系建设及技术储备,完善公共卫生应急预案(核和辐射应急预案)或程序,增加应急经费投入和应急药品储备,强化放射诊疗设备的职业病危害评价和质量控制检测工作。
Objective To understand and master the preparation of emergency nuclear medicine and emergency medical aid in Jiangsu Province so as to provide the basis for the decision-making of emergency medical rescue in Jiangsu Province in the event of a sudden nuclear incident or radiation incident. Methods To develop a survey program, under the unified quality control conditions, to adopt a combination of census and sample surveys. Investigators use paper surveys to conduct on-the-spot surveys, verify and fill in forms for survey respondents. The results of 159 medical institutions to determine the investigation point. 51.6% of the respondents have public health contingency plan (nuclear emergency) plan (program), 73.0% of the investigation points have nuclear (radiological) emergency agencies or public health emergency department, 60.4% of the investigation point emergency management departments in the Medical Section (Medical education), three hospitals have radiation injury diagnosis and treatment of doctors, two hospitals admissions of radiation injury patients, 75 units of nuclear emergency related drugs, but a single inventory of medicines, 71.5% of related equipment for the import and use of 61.7% of radioactive isotopes were in nuclear medicine and 68.2% of radiological installations were imported. Conclusion Strengthen the nuclear and radiation emergency system construction and technical reserve, improve the public health emergency plan (nuclear and radiation emergency plan) or procedures, increase the emergency funding and emergency medicine reserves, and strengthen the occupational disease hazard evaluation and quality control testing of radiotherapy and medical equipment.
