实现教育均衡发展,教师培训是关键。根据各地基础教育具体实际,现阶段中小学教师培训既要面向全员、突出骨干、倾斜农村,又要保证大规模、高效益、低成本,这就需要培训模式在继承的基础上进行发展和创新。中小学教师培训模式的发展和创新,其实质就是对基本培训模式的重构,增强培训模式应用的地域适应性、实施上的可行性、操作上的程序性。
