黄河水利委员会批示:你们的报告,对一九五三年工作检查及一九五四年工作意见基本上是正确的。为了纠正盲目性,把现有工作推进一步,我们意见:一、切实掌握一九五四年的方针,以沟壑治理试验为主,结合推广工作,注意科学研究,重视质量,防止贪多冒进;二、加强综合性的小区规划设计工作,掌握工程千周,争取主动,做到心中有数,要从现有条件出发,以积极而慎重的态度,有计划的作好拦淤工程,以达既能拦淤,又能淤地发展生产的目的;三、做好土地合理利用的试验,三个站应尽量利用已购坡地,不要另选地区,试验工作应以科学结合实际的精神,由小到大,由简单到复杂。观测工作要量力而行,能办者就办,不能办者不要勉强。
