现在不论你走进哪个区级机关的档案室,几乎都会有一种舒适和令人喜悦的感觉,制度健全、台帐清楚、案卷整洁划一,排列有序、查找利用迅速,基本上达到了《机关档案工作条例》的要求。区级机关大都是各种事业的首脑机关和业务主管机关。它们形成的档案不仅重要,而且数量多,抓好区级机关的档案工作不仅对维护党和国家重要现行档案的完整与安全有着重要的意义,而且对推动全区各级机关档案工作也有着举足轻重的意义。因此,近几年来,我们狠抓了区级机关的档案工作。一、制定标准,严格执行过去区级机关的档案工作没有统一的标准,在大原则下各行其是。档案虽都进行了分类、立卷、鉴定和编目、装订,但卷皮五花八门,表格横七竖八,极不整齐划一,也不美观大方。为了统一全疆和区级机关档案工作的标准,我们于1984年制定下发了《新疆维吾尔自治区文书档案案卷质量标准》,对档案文件从收集到立卷编目等都作了明确规定,并统一了各种表式,在工作中严格执行。为了整齐划一,我们为各地和各机关制做了统一的文书档案和
