近几年,我们考虑煤炭分配和价格改革实施方案的出发点,不是要立足于怎样实现市场调节,而是应致力于如何增强对煤炭分配和价格浮动的宏观调控能力,使拟定的方案既能在现阶段更好地发挥作用,又可为今后理顺煤炭价格和扩大市场调节打下良好的基础。因此,我们对近期煤炭分配和价格改革的意见是:①调整计划管理范围;②实行份额预分配和中长期订货;③适当调整指令性煤价,对其余部分实行计划管理下的市场价;④销地实行同质同价;⑤主要调出地区实行内部结算价。
