公路超限运输严重影响公路使用寿命,对路面、桥梁造成损坏,加剧了路产损失,增加公路管理部门的养护管理成本。目前对于超限运输治理的研究主要集中在管理体制、技术手段等方面,对于超限运输治理的成效评估,超限对于公路养护成本变化的影响等方面尚缺乏研究。2014年来,宁波市开展超限运输综合治理行动以来,在路产保护,养护成本控制、道路交通安全提升取得显著成效。本文从公路养护成本的影响因素分析入手,研究超限治理与路况技术指标关系、构建超限治理与养护成本回归模型,对宁波市超限运输治理在保护公路,节省养护成本方面的成效进行合理评估,为超限治理工作的下一步开展提供技术依据与建议。
Road overloaded transport seriously affect the service life of the road, damage to the pavement, bridges, exacerbating the loss of road production, increase the cost of road maintenance management and maintenance departments. At present, the studies on the management of overrun transportation mainly focus on the management system and technical means, but there is still no research on the effectiveness evaluation of overrun transportation management and the influence of overrun on the change of the cost of road maintenance. Since 2014, Ningbo City has made remarkable achievements in road safety protection, maintenance cost control and road traffic safety improvement since it launched its comprehensive management of overrun transportation. This paper starts with the analysis of the influencing factors of highway maintenance cost, studies the relationship between overrun management and road conditions, builds the regression model of overrun management and maintenance cost, and makes reasonable use of the results of Ningbo overrun transportation management in protecting the road and saving the maintenance cost Assessment, provide technical basis and suggestion for the next step of overrun governance.
