TOGA(热带海域及全球大气变动国际共同研究)计划是一项详细调查热带海域海况的变动对全球气象有何影响的研究计划。此计划预定从1985年1月起的10年间的实施。 在TOGA计划中,最重要的是收集热带海域海上气象资料。因此,为了有效、准确地收集热带海域船舶气象资料、协助TOGA计划顺利进行,在1987年 6月召开的第39次WMO执行理事会上决定实施资料收集计划,即TOGA海洋气候资料收集计划。从1988年1月1日开始实行。
The TOGA (International Joint Study on Tropical Sea and Global Atmospheric Variations) program is a research program that investigates in detail the impact of changes in the sea state of the tropical sea on the global meteorology. The plan is scheduled for 10 years from January 1985 onwards. In the TOGA program, it is of paramount importance to collect marine meteorological data in the tropics. Therefore, in order to effectively and accurately collect weather data of ships in the tropics and assist in the smooth progress of the TOGA project, the 39th WMO Executive Board held in June 1987 decided to implement a data collection program, the TOGA Marine Data Collection Program. From January 1, 1988 came into effect.
