在61年“档案工作”第四期上,看到了太原市档案管理处杜文早同志的“对区分文书档案与技术档的一点意见”一文后,觉得有些地方的看法有些道理,又觉得有些地方还值得研究。所以,想谈谈我的几点看法,与杜文早同志及同行的同志们商讨,不妥之处,请批评。杜文早同志说的区分两者的基本原则,我认为,它既是两种档案的性质,又是区分原则。虽然具有一定概括性,但在具体区分中,又觉得不好掌握。我的看法是: 1、作为两者性质来看,基本同意杜文早的看法。作为文书档案即:“凡是记述和反映本单位生产和工作活动中形成的,具有一定的保存价值,并按照归档制度集中保存起来的文件材料(工作计划、总结、报告、制度、表报、电文等……。),都是文书档案”。作为技术档案,则是“技术档案室工作暂行通则”中规定的:“凡是记述和反映本单位基本建设、生产和科学研究等活动中形成的,具有一定的保存价值,经过归档制度集中保存起来的技术文件材料(图纸、照片、表报、文字材料
