改革开放以来,我省的医疗卫生事业有了很大的发展,城乡卫生条件显著改善,医疗卫生机构、医疗服务设施、卫生技术人员明显增加,诊疗水平不断进步,卫生服务体系基本形成,城乡居民健康水平进一步提高,但同时也应该看到,医疗卫生事业的发展与我省经济建设和社会进步的要求还不相适应,与人民群众的要求还有差距。这里有我们工作上的问题,但主要的还是体制上的问题。稳步推进医药卫生体制改革,事关广大人民群众的切身利益,事关社会保障体系的建立和完善,事关改革、发展、稳定的大局。城镇医药卫生体制改革包括医疗卫生体制改革和药品生产流通
