In the spirit of equality required by the constitution in European and American democracies, the government has the responsibility to proactively improve the national pursuit of development inequality caused by changes in the social environment. Nowadays, thanks to advances in science and technology in information dissemination, virtually widening the gap between the rich and the poor in society has even hindered the pursuit of personal well-being by the people. In this way, the government must make adjustments to the social system through various basic education reforms or provide various welfare assistance programs.
