铁路基础设施维修的有效管理,随着铁路钢轨的逐渐老化和铁路运输量的不断增加,正在变得越来越严峻。由于铁路的维修业绩没有任何正规的衡量标准,所以对维修方法就难以计划、管理和改进,以致达不到满足股东们的要求。这些要求通常反映在降低货运每公里·吨或者客运每公里旅程的维修费用上,以及对卫生、安全、环境的要求。本文将说明瑞典国家铁路局(BANVER-KET)规定的运行和维修方法,并讨论维修业绩管理系统的需求和所使用的维修业绩指标的种类和形式。
The effective management of railway infrastructure maintenance is becoming more and more severe with the gradual aging of railroad tracks and the increasing amount of rail traffic. Since there is no formal measure of the performance of railway repairs, maintenance methods can be difficult to plan, manage and improve so that they can not meet the requirements of shareholders. These requirements are often reflected in the reduction of freight charges per kilometer-tonne or passenger-per-kilometer trip maintenance costs as well as health, safety and environmental requirements. This article will describe how to operate and maintain the BANVER-KET system and discuss the need for maintenance performance management systems and the types and forms of maintenance performance indicators used.
