市委书记姚引良在市第十次党代会的报告中提出:“在西部率先实现工业化,率先建成现代化大城市,率先实现全面小康目标”。实现“三个率先”是建设和谐奋进新宝鸡的重大战略举措,是当前和今后一个时期宝鸡经济社会发展面临的重大现实问题,也是哲学社会科学界需要研究的重大课题。
Party Secretary Yao Yinliang put forward in the report of the Tenth Party Congress in the city: “Take the lead in industrialization in the west and take the lead in building a modern metropolis and taking the lead in realizing the goal of an overall well-to-do society.” To realize the “three pioneers” is a major strategic move for building a harmonious and prosperous new Baoji. It is a major realistic issue for the economic and social development of Baoji at present and for a certain period in the future. It is also a major issue for the study of philosophy and social sciences.
