公路养路费是国家按照“以路养路”的原则,规定由交通部门向有车单位征收的用于养护和改善公路的事业费。根据这一定义,我认为公路养路费由公路价值损耗补偿费、公路建设发展基金二部分构成。本文拟就养路费的构成和计算,各部分量的确定及对现行有关征费政策的影响谈一点粗浅认
Road maintenance fee is the state in accordance with the “Road Maintenance Road” principle, provided by the transport sector to the car unit for the maintenance and improvement of highway business expenses.
