长期以来,在我军的文化工作理论研究和文化工作实践中,对“军队文化管理”概念的理解与运用是多样的,确实存在着偏颇和不确定,这影响了军队文化管理理论的深入和军队文化管理实践的发展与提高。准确地把握“军队文化管理”这一概念,是与正确地认识和理解与其直接相关的一系列重要概念紧密相关的,诸如“文化”、“文化工作”、“管理”、“文化管理”、“军队文化工作”等等,这些重要概念甚至是构建“军队文化管理”概念的前提和基础。
