民主政治是否有利于气候治理是环境政治学的新兴议题,支持论者因为民主国家在气候治理方面的拙劣表现而备受质疑。本文认为,气候议题的复杂性、跨国性和长期性消蚀了民众支持减少碳排放的意向,民主国家应该通过更为积极的宣传与沟通,促成民众感受到气候议题的急迫和关键,并使之成为国家推动气候政策的政治和社会基础。
Whether democracy is good for climate governance is an emerging issue in environmental politics, and supporters have been questioned for its poor performance in climate governance. This paper argues that the complexity of the climate issue, transnationality and long-term erosion of the public’s intention to support carbon reduction, democracies should promote more publicity and communication, make people feel the urgency and critical climate issues, and Become the country’s political and social foundation for promoting climate policy.
