农业部长刘江在全国减轻农民负担工作电话会议上,受国务院委托,宣布了第一批取消的中央国家机关各有关部门涉及农民负担的37个集资、基金和收费项目: (1) 农村宅基地有偿使用收费; (2) 农村宅基地超占费; (3) 土地登记费在农村收取部分; (4) 治安联防费在农村收取部分; (5) 中华女子学院在农村的集资; (6) 农民群众看电影集资; (7) 农村改水集资; (8) 农村改厕集资; (9) 农村鼠防集资; (10) 血吸虫病防治集资; (11) 乡村医疗卫生机构建设集资; (12) 农村办电集资; (13) 农村水电建设基金; (14) 县乡两级农村水利建设发展基金;
