In order to further consolidate and develop the results of extra-budgetary fund management and give full play to the active role of extra-budgetary funds in reform and opening up as well as in economic construction, the author believes that we must start with optimizing management and rationally guide the flow of funds in an effort to achieve four combinations: 1. The implementation of macro and micro management policies combined. At a macro level, the state should exercise some degree of control and compression over the scale of the development of extrabudgetary funds to bring it in line with the development of the entire national economy. At the micro level, governments at all levels and the financial departments should strictly control them
