“十三五”时期,是我国全面建成小康社会的决胜阶段,也是全面深化改革在重要领域和关键环节取得决定性成果的关键时期。十八大提出“两个一百年”的奋斗目标,并将全面建设小康社会改为全面建成小康社会,十八届五中全会将新常态作为制定“十三五”规划制定的大背景,要求促进绿色发展转型,实现环境保护与经济发展的协调,实现经济社会可持续发展,实现人与自然和谐发展。
The “13th Five-Year Plan” period is the decisive stage for building a well-off society in an all-round way in our country. It is also a crucial period for deepening the overall success of the reform in important areas and key links.
