各市、县、自治县人民政府,省政府直属各单位:2002年我省无偿献血工作继续取得了好成绩,不仅保证了临床医疗用血全部来源于无偿献血,而且在无偿捐献成份血、捐献造血干细胞方面有重大突破。这与各级政府对无偿献血工作的高度重视、与社会各界的广泛支持和全省人民的积极参与是分不开的。2003年,要继续贯彻执行《中华人民共和国献血法》,进一步做好我省的无偿献血工作,争取在2至3年内向完全意义上的无偿献血——个体志愿献血过渡。经省政府同意,现将海南省2003年度无偿献血指导性计划指标印发给你们,请认真做好无偿献血工作的宣传动员和组织实施工作,力争完成或超额完成本单位的无偿献血指标。

It not only ensured that blood for clinical medical use was all derived from unpaid blood donation, but also donated blood and donated hematopoietic stem cells. There have been major breakthroughs. This is inseparable from the high level of attention paid by the governments at all levels to unpaid blood donation, wide support from all walks of life, and the active participation of the people in the province. In 2003, we must continue to implement the “People’s Republic of China Blood Donation Act” and further do a good job in Hebei Province’s blood donation, and strive to make a transition to full-featured blood donation - individual voluntary blood donation within two to three years. With the consent of the provincial government, Hainan Province is now publishing to you the guidelines for the 2003 Guilty Blood Donation Guidelines. Please do a good job of publicizing, mobilizing, and organizing the implementation of unpaid blood donation, and strive to complete or exceed the unit’s unpaid blood donation targets.
