随着我国经济的快速发展,我国人民的生活水平较过去有了突飞猛进的改善。当前,除了物质上的追求外,人们对精神文化的追求越来越高。在这种背景下,我国基层文化已经不能满足人民群众的实际需要了。不仅如此,我国的文化建设还不完善,在管理过程中存在很多的问题,这使得我国在对基层群众文化管理的过程中不能形成有效的管理体系,对我国文化发展以及人民生活水平的进一步提高造成了阻碍。
