当前,我国危机应急管理机制已初步建成,但危机管理仍存在较多的问题,公众等社会力量参与不足便是其中较为突出的问题。基于公民参与是现代民主政治发展的一种趋势,也是推进我国公共管理科学化、民主化的重要力量。本文首先阐述了公民参与危机管理的意义,分析了现阶段我国危机管理中公民参与的问题及其主要原因,提出了促进我国公民参与危机管理的几点建议:开展公共危机的社会演习,提升公民的危机意识;建立社会应急网络,完善社会动员机制;转变政府管理观念,畅通公民参与机制;建立信息沟通渠道,保障信息公开;提升公共精神,培育公民社会。
At present, the emergency management mechanism for crisis in our country has been initially completed, but there are still many problems in crisis management. The lack of participation of the public in the social forces is one of the more prominent problems. Citizens’ participation is a trend of the development of modern democratic politics and an important force for promoting scientific and democratization of public administration in our country. This article first elaborates the significance of citizen participation in crisis management, analyzes the problems of citizen participation in crisis management and their main reasons at the present stage, and puts forward some suggestions to promote our citizens to participate in crisis management: to carry out public crisis social exercise and enhance citizens Crisis awareness; establish a social emergency network, improve social mobilization mechanism; change the concept of government management, smooth civic participation mechanism; establish information communication channels to protect the open information; public awareness and foster civil society.
