我省基层选举工作已全部完成,根据中央选举委员会,中央人民政府政务院「对于召开省、市、县人民代表大会的几个问题的决定」,将于今年六月份普遍召开市、县人民代表大会,选举出席省人民代表大会的代表,听取与审查本年政府工作报告及财政预决算报告,并讨论贯彻当前的中心工作,为即将召开的省人民代表大会准备条件。具体计划如下:一、对市、县召开人民代表大会的基本要求在市、县人民代表大会召开中,必须继续贯彻国家在过渡时期的总路线的精神,充分发扬人民民主,力求简便易行,并认真实现下列要求:1.首先必须作好市、县人民代表大会代表的选举工作,使能充分体现以工人阶级为领导、以工农联盟为基础的人民民主专政的政权性质。要根据社会主义成份日益增长和城市工人日益增多的现实情况,相应地增加市、县人民代表大会中的工人阶级成份和社会主义经济组织中的先
