一、抓住机遇,毫不动摇地加快发展乡镇企业乡镇企业目前和全省经济一样,面临着两个机遇:一是中央实施西部大开发的战略;二是我们有望加入世贸组织,这既是机遇又是挑战。四川抓住机遇,除了中央的支持,就是扩大开放,争取更多的资金、技术、人才。加入世贸组织以后,国际竞争更加激烈,不仅是国内,世界上很多地区和产品都会加速进来,参与我们的竞争。这两大机遇,我们如何抓住,克服我们的不足,这一点值得我们认真思考。乡镇企业历来都发展得比较快。按新的口径,去年还保持了14.2%的增幅,其中,工业增长11.5%,效益有较大提高,职工工资就发放216亿元,确实是来之不易。当前,我们要抓住机遇,而不能丧失机遇。要毫不动摇,保持乡镇企业持续、快速、健康发展。二、加大结构调整的力度,全面提高乡镇企业的素质国民经济和农村经济的全面调整,既有机遇,又有挑战,
