现在,无论是国际形势还是国内形势的发展都昭示着,我们的改革开放和经济建设逢上了历史最好的机遇。中央的气魄是大的,基层干群的心是热的。然而,我们在实践中感到,那种“两头热、中间冷”的状况在一些地方还存在着。必须进一步解决好中间层次的问题,换脑子,壮胆子,闯路子,进而正确引导好、保护好、发挥好基层干部群众的积极性、主动性和创造性,给他们以“四种机会”。
Now, both the international situation and the development of the domestic situation have made clear that our reform and opening up and economic construction meet the best chance in history. The courage of the Central Government is great, and the hearts and minds of cadres at the grassroots level are hot. However, we feel in practice that there are still some places where the “two hot, cold” conditions are present. We must further solve the problems at the middle level, change our brains, courage and break through the path so as to properly guide and protect the grassroots cadres and give full play to their enthusiasm, initiative and creativity and give them “four types of opportunities.”
