城市规划是一个城市发展的蓝图和百年大计,是城市建设的基础,也是一个城市能否持续生存发展的依据和关键因素。所以,城市规划是关系到一个城市前途和命运的头等大事,是建设好城市、管理好城市、经营好城市的前提,必须给予高度重视。但是,如何规划好城市,应该由谁来规划城市?多年来,我们却走入了一个误区。过去,城市规划都是由政府的规划管理部门负责。政府一声令下,规划管理部门立即组织一套人马,全力以赴,限期完成,然后上报上级领导批准,颁布实施。规划管理部门就以此为根据执行规划,审批规划效率非常高。其缺点就是往往以长官意志
