In August 2011, Xi'an City announced the Implementation Schedule Responsibility Implementation Table and Key Indicators for Xi'an Innovative City Pilot Project, which decomposed and refined the tasks undertaken by the districts and counties and relevant departments to ensure that all the objectives and tasks completed on time.
