健康、安全、环境(HSE)管理体系是中国石油提高企业安全环保管理水平、保证安全高效生产的重要管理体系。本文重点论述了大庆钻探地质录井一公司伊拉克鲁迈拉录井项目在实施公司HSE管理体系中的管理理论和实践探索,特别是根据项目施工地安全形势特点,引入安保工作管理体系,以执行落实HSE责任与考核制度为载体,以不断加强提高职工安全意识为重点,以实现全员重视与广泛参与安全生产为目的,积极推动了HSE管理体系在基层生产运行中的实践和探索,对提高企业在海外项目的竞争力具有重要的现实意义。
