自从一九五零年四月二十三日中央人民政府新闻总署颁布「关于建立广播收昔网的决定」以来,本区城乡收音网已在全区各省、市,县普遍建立起来。较大的工厂和若干城市并设有有线广播站。部队收音站也普遍在团以上、部分在营、连中建立了起来。全区现有收音站七百六十四个(部队在外),收音员一千零二十八人,由收音站出版的油印报每日约三万份,联系的黑板报有三万多块。在历次广播大会中,组织起来收听的群众达二百八十三万九千余人。事实证明:广播收音网是一个最现代化的科学的宣传武器,对于传达政令、指导工作、对群众进行政治思想教育,具有最迅速最普遍的效能。在最近抗美援朝、土地改革和镇压反革命三大运动中,广播收音网均充分发挥了它的这一效能。但是目前仍有少数县份没有建立收音站,城市和工矿区收音网也还不普遍,而已建立之收音站又因各级领导机关管理不善,审视不够·以致许多收音站工作,陷于自流,甚至停顿。为巩固现有收音站组织,加强收音网工作,特作如下指示,望即遵照执行。一、每个县(市)均须建立收音站。其人口在三万以上且有发电设备之城市,并须视需要条可能装置扩大器,设立有线广播站。现尚未建立收音站之县(市),包括海南岛和少数民族地区,必须着手建立。根据目前各项条件,尚无可能在区、乡普遍设立收音站,除已设立者外,应暂时停止
