李鹏总理在全国生产工作会议上谈及企业承包制时指出:“它有着积极作用,如在调动企业和职工积极性和主动性方面,在保证财政收入方面,特别是在当前克服困难方面。都有积极作用,但它确实存在一些不够完善的地方,需要逐步完善,主要是怎样正确处理国家、企业和个人三者之间的关系,怎样解决分配不公的问题。……承包制还得有发展,承包的形式要保留,但承包的条件要逐步地加以完善。”为了进一步完善企业承包制,对承包制中已经存在或可能发生的情况展开讨论,对好的经验加以推广,本刊特开辟《我看承包制》这一专栏进行讨论,集中刊登有关的言论和经验,供大家研究参考。欢迎积极来稿,共同探讨。
Premier Li Peng pointed out at the national production work conference when he talked about enterprise contracting system: “It has a positive effect, such as in mobilizing the enthusiasm and initiative of enterprises and employees, and in securing fiscal revenue, especially in overcoming difficulties at present. Actively, but it does exist some areas that are not perfect and need to be gradually improved, mainly how to correctly handle the relationship between the state, the enterprise, and the individual, and how to solve the problem of unfair distribution.... The contracting system has to be developed. The form of contracting should be retained, but the conditions for contracting should be gradually improved.” In order to further improve the contracting system of the enterprise, the existing or possible situation in the contracting system will be discussed, and good experiences will be promoted. I look at the subcontracting system to discuss this column and focus on publishing the relevant remarks and experiences for reference. Welcome active contributions and discuss together.
