2002年12月28日,西安市、咸阳市党政主要领导和有关方面负责同志在西安市就推进西——咸经济一体化,实现两市优势互补和共同发展问题深入交换了意见,取得了广泛共识。经过充分协商,达成如下协议:一、双方认为,西安市是全省政治、经济、文化中心,是世界历史文化名城,我国重要的科研、教育基地,旅游胜地;咸阳市是中国历史文化名城和现代化工业城市。西安、咸阳两市紧紧相连,同处关中“一线两带”的核心位置,在资源配置、功能分区、产业布局等方面有着较强的互补性。实施西——咸经济一
