黑龙江省林业勘察设计院始建于1951年,前身是国家林业部直属第七森林经理大队,现隶属于黑龙江省林业厅。主要从事我省的林业调查规划工作,是我省唯一一家具有国家林业调查规划设计甲 A 级设计资质的林业规划设计单位。建院五十二年来,一代代森林调查工作者,努力拼搏,踏遍白山黑水,为国家林业调查事业做出了突出的贡献。在创造一个又一个辉煌的同时,也明显存在着计划经济时留下的陈旧观念,思想僵化,缺乏活力“等”、“靠”、“要”思想严重。针对诸多不利因素,院党委一班人集思广益,充分发扬民主,决心走适合我院发展的创新之路。对广大干部职工开展形势教育,为改革做好充分的思想准备。从狠抓管理入手,以完善各项规章制度为手段,以激发广大职工工作热情为突破口,向管理要效益。根据当前形势,顺应时代潮流,走具有我院特色的发展之路。使我院各项工作有条不紊,逐步从困境中崛起。一、积极进行机构和人员调整,突出机构的服务职能和提高生产一线人员战斗力。一是按照责权明晰的原则,将我
