乳山市税务局办公室卓越认为,实行村民自治后,一些地方陷入误区:有的村出现支部书记与村委会主任谁大谁小的纷争;有的村支部继续包办一切,村委会只是个摆设;极个别的甚至出现村支部从属于村委会开展工作的情况,等等。这些都极大地影响了农村基层民主政治建设的进行。实行村民自治前后,农村基层党组织主要应管好三件事:
