依据《深化滨海新区管理体制改革总体方案》,深化新区管理体制改革,必须把机构改革和职能转变有机结合起来,以转变政府职能为核心,以行政审批制度改革作为突破口,进一步简政放权;必须坚持统一、协调、精简、高效、廉洁的原则,减少管理层级,理顺层级关系;必须按照大部制、扁平化、强基层的思路,规范机构设置,明确机构职能,提高行政效能和工作效率。
