随着企业改革,转换机制,国有企业党政“一肩挑”的情况越来越多,有的企业主管部门并将此作为经验加以肯定和推广。这里,我谈谈自己的一些看法。对企业党政领导“一肩挑”的兼职提法要科学。从近年来报刊、杂志上看到,现在对“一肩挑”提法上大略有四种情况:厂长(经理)兼党委书记;党委书记兼厂长(经理);厂长(经理)、党委书记;党委书记、厂长(经理)。前两种提法用文字表述出来,一是不符合任职命令的实际,从现实大多数情况看,厂长(经理)属政府或主管部门办理任免手续,党委书记(支部书记)属上级党委(组织部门)办理任免手续,一般的一人任两
With the reform and transformation of enterprises, more and more “one shoulder and one pick” party and government in state-owned enterprises have been established. Some enterprises and competent departments of the state have affirmed and promoted this as experience. Here, I talk about some of my own views. Part-time reference to “shoulder-and-shoulder” party and government leaders in enterprises should be scientific. From the newspapers and magazines in recent years, we can see that there are four general references to “one shoulder and one shoulder pick”: the director (manager) and party secretary; the party secretary and director (manager); the director (manager) Party secretary; party secretary, director (manager). The first two kinds of references are expressed in words, one is inconsistent with the actuality of the office order. In most cases of reality, the director (manager) belongs to the government or the competent department to handle the appointment and removal procedures.
