江泽民同志指出:“民主集中制是党和国家的根本组织制度和领导制度,要始终坚持贯彻执行。”民主集中制贯彻得好不好,直接关系到党的事业的兴衰成败。几年来,张店区委创造性地运用民主集中制原则,坚持以“抓重点、抓规范、抓制度、抓落实”为主导,正确规范党内政治生活、处理党内关系,大大增强了地方党委的凝聚力和战斗力。一、抓重点,坚持党的中心工作不动摇区委始终坚持对政治、经济、文化和社会发展等各项工作的全面领导,对全区的重大问题进行决策。每年除按照《中国共产党地方委员会工作条例》的要求召开两次全委会,部署年度工作外,还根据形势的发展就全区经济和社会发展的重大战略问题进行专题研究,1996年以来共召开12次全委会议,分别对区“九五”计划、精神文明建设、党的建设、企业改革等提出了规划和措施。同时,严格按照《条例》规定召开常委会议,2000年共召开常委会议26次(讨论经济工作的有19次、党建工作的有12次、“三讲”教育的有15次),推动了各项工作的开展。
