自从1993年西雅图会议以来,亚太地区的经济合作已经开始进入实质性发展阶段。其重要标志是该组织的三级运作机制(高官会议、部长级会议和非正式的最高级会议)正式确立和以东盟地区论坛为中心的地区安全对话开始启动。鉴于亚太地区特殊的地缘经济与政治环境,经济合作的起步先于安全机制的安排。但是,目前在世界上已经成功运作的地区合作组织(欧盟、北美自由贸易区和澳新自由贸易区)和即将启动的东盟自由贸易区都是在现在的安全架构
Since the Seattle conference in 1993, the economic cooperation in the Asia Pacific region has begun to enter a substantive stage of development. An important symbol of this is the official establishment of the three-tier operating mechanism (senior officials meetings, ministerial meetings and informal summit meetings) of the organization and the start of the regional security dialogue centered on the ASEAN Regional Forum. In the light of the special geo-economic and political environment in the Asia-Pacific region, economic cooperation has started ahead of the security arrangements. However, the regional cooperation organizations (EU, NAFTA and ANZ) that have now been successfully operated in the world and the forthcoming ASEAN Free Trade Area are all based on the current security architecture
