市九届人大四次会议审议通过了《上海市国民经济和社会发展十年规划和第八个五年计划纲要》。正在成为指导各行各业工作的行动纲领。从目前《纲要》落实的情况看,笔者以为,《纲要》在政策措施和运行机制上还要不断地充实和完善,至少有四个问题需要我们继续探索前进。第一个问题,浦东新区的开发建设如何加快?一年多来,浦东开发的启动已经取得初步进展,重大基础设施建设正在顺利展开,3个重点小区的开发也已正式启动,抓了一批金融、商业等第三产业项目,一大批工业项目在洽谈,有的已经开始建设,研究制定了十多个有关的政策法规,这一切都说明浦东新区已全面进入开发起步阶段。但是,要落实“八
The Fourth Session of the Ninth National People’s Congress examined and adopted the ”Outline of the Shanghai National Decade for Economic and Social Development and the Eighth Five-Year Plan.“ It is becoming a program of action to guide the work of all walks of life. From the current implementation of the ”Outline“, the author believes that the ”Outline“ must continue to be enriched and perfected in its policy measures and operational mechanisms.
