地震的危害主要表现在建(构)筑物倒毁破坏造成人民生命财产的巨大损失。城市在国家生活中占有重要地位,而且具有人口稠密、建筑物密度大、工业设施集中的特点;一旦发生地震破坏更易酿成灾害,不但损失严重而且地震救援、恢复生产都远比农村困难得多。 早在1966年,周总理就向我们提出“保卫大城市”的指示。党和政府对城市抗震问题一直十分重视。近几年国家财政虽然比较困难,但每年仍拨款上亿元的专款用于城市的抗震加固。
